Prosecutors refiled murder charges against a USC student accused of abandoning her newborn son's body in a trash bin after a judge dismissed the original count.

Why even need a second filing?
Why was the case dismissed or whatever the first time? There is just no believing things. It's OK to have a baby, then dump him in the garbage, and a court won't hear the case? Well I am curious to know the details but I find it hard to imagine this case was rejected on a technicality or something.
