College student won't be charged for false rape report

'WINONA, Minn. - The Winona city attorney has decided not to charge a 19-year-old woman who falsely reported she was sexually assaulted.

The Winona State University student had told police a man put a bag over her head Dec. 5 and assaulted her in a parking lot.

Police launched an investigation and the school issued a campuswide alert. The Winona Daily News reports she later admitted making up the story.

Police cited her for filing a false report and referred the case to the city attorney's office, an unusual step for a misdemeanor ticket.

Assistant city attorney Brian Glodosky says he decided not to pursue charges because the woman had a clean record, is an honor student and because the incident was out of character for her.

He says she has problems better handled outside the court system.'

A Winona woman was arrested Friday after she grabbed a man by his genitals and yanked hard enough for him to need stitches, police said.

Sheila Mae Baker, 54, was referred to the Winona County Attorney's Office for possible charges of domestic assault, third-degree assault and interfering with a 911 call.

She denied grabbing the man, telling officers he cut himself, Deputy Police Chief Tom Williams said.

Baker bailed herself out of jail Saturday. When contacted by the Winona Daily News on Monday, she reiterated that she didn't grab the man, but said she hit him in his genitals in self defense.

"I did not grab him by his testicle," Baker said. "I kneed (him)."

Police were called at 10:01 p.m. Friday to a residence in the 850 block of East Fifth Street for a report of a domestic disturbance. When they arrived, officers spoke to a man who was wearing a T-shirt and underwear, Williams said. The man pulled down his underwear and showed them a large tear on his genitals.

The man said Baker and he had been arguing that evening, and he had been trying to stay out of her way, Williams said. He was in the kitchen when she came in, grabbed him by the genitals, pulled and jerked. The man was transported to Winona Health, where he received stitches for the tear, Williams said.
