Working-class white British boys falling behind everyone else at school

Story here. Excerpt:

"White working-class boys are doing significantly worse at school than almost all other groups of pupils.

A mere 15 per cent finish compulsory education having mastered the three Rs, official statistics show.

For black boys from similar backgrounds, the figure is 22 per cent while for Asians it is 29 per cent and Chinese 52 per cent."

The writer describes it as primarily a problem for whites, then secondarily as a problem for white males. Why is the writer placing emphasis on race over gender? Because it is not P.C. to admit boys in general need help. I bet the boys of all the other nationalities, are doing worse than the girls in their respective nationalities. In other words African American boys are doing worse than African American girls, Chinese boys worse than Chines girls, etc. That is just an educated guess, I suppose.
