Hit Them Where It Hurts
Making the justice system liable for false arrests and wrongful prosecutions is part of the answer. Doing the right things for the right reasons (equal protection etc.) doesn't carry much weight. However, if they (justice systems) continue to have to pay out of their own budgets for shabby work, perhaps they will take their heads out of their asses. After all, we all know that money is the most important factor!
Good for him
I hope he is able to piece his life back together. Even exonerated, there will still be those who believe him guilty.
He can never regain what has been stolen from him no matter how much money they give him. He still has my sympathy for his suffering even though I am glad he has won some settlements.
I fully recommend all men who have been either falsely accused or wrongly convicted sue the crap out of everyone involved. It is the only way to get your message across to those who did this to you. They won't ever apologize or admit wrong doing even after they lose but at least they'll have heard your voice when you win.
The High Cost Of Misandry
$3.9 million PLUS $700,000 previously payed on this case PLUS 9 X $25,000 (average cost of keeping someone in prison per year) = $225,000 PLUS the inestimable cost of lost tax revenue dollars this man would have paid into the system over 9 years EQUALS "one hell of an expensive piece of snatch!" that the taxpayers had to pick up the tab for!
Was the State Forensic Examiner a Woman?

He Could Make Good Use Of His $$$$$$$$$
He can use his wealth to promote awareness that our feminized legal system needs a massive overhaul, and there are more men sitting in a 9 foot cell based on a wrongfull conviction.
However, this man suffered, let him enjoy his cash. I'm thinking of a cherry red ferrari in his driveway!

No price is to high to maintain the myth of female virtue
Our society is pretty much founded on the Victorian notion that women are the "fairer sex" We believe it whole heartedly and refuse to let it go.
So we pay an unimaginably high price to keep the myth going. That includes allowing men and boys go unheard when they are victims of female criminal behavior and we will go to any lengths to keep was known female criminals out walking our streets looking for their next victim.
The justice system is even built on this notion. Why do you think it is so easy to observe females acting in criminally inappropriate ways every day just by looking around you, yet we are still being fed a steady diet of crime statistics that blame more then 90% of all crimes on men.
Sue the "victim"?
I wonder if it would be possible for him to sue the rape victim who testified against him, presumably. Didn't she have to pick him out of a police line-up and maintain the allegations against him, specifically? I don't know the circumstances, but perhaps, in cases such as this, the false accuser should be made to pick up some of the tab.
Of course, the media will never contact the rape victim and ask her how she feels about having put an innocent man in prison by misidentifying him.
Depends where he lives
Laws regarding this are not consistent and vary widely from State to State. Many State are to chivalrous to allow the man to retaliate in any legal fashion against a false accuser - who is obviously the real victim.
Some States allow limited actions to be taken, and some are wide open. He'd have to look at his local laws to find out if this is possible where he lives.
