It starts as a work of fiction. Then...
Alas I'm not sure what legal protections exist in the UK to stop such madness. Here in the US there's a few guarantees in the Bill of Rights that'd stop such a thing here.
One could argue that since so little that's desirable it seems happens after sundown that perhaps a general curfew a la a banana republic be instituted: 7:00 PM til 5:00 AM, no one out in public. Bet the crime rate in general'd come down drastically.
There, problems solved.
