Duped ‘Dads’ Aren’t the Only Ones Hurt by Paternity Fraud

Almost true. The system is intent on getting any MAN on record as being responsible for the child so the state won't be. Women don't count because the state knows it cannot hold women financially responsible for the child. The state gives welfare to the mother which it expects the father--or the nearest male--to pay back.
