Victims should consult a lawyer with expertise in handling this type of case, so that they may learn their legal options including their right to be compensated by the college for the college’s failure to protect them and for violating their legal rights under Title IX. With knowledge of their legal rights, victims can then make an informed decision as to whether or not they wish to assert their rights. Where appropriate, victims can also file a complaint with the Office of Civil Rights, U.S. Department of Education.'

Hate to use this word, but...
... she's a classic ambulance-chaser.
For those unacquainted with the term, it is a diminutive to describe an opportunistic kind of tort attorney, one who pro-actively encourages people to pursue legal injury cases of dubious merit in hopes of receiving a pre-trial settlement as a "go-away and leave me alone" payout. Basically, it's a kind of legal extortion.
This isn't to say there aren't genuinely meritorious cases such an opportunist may take up occasionally. It's just that to such an opportunist, that doesn't really matter. Getting the payout is all that matters.
But I will say her suggestion that those who feel that they've been sexually assaulted should consult with an attorney is a very good idea, except I'd add they really should file a police report first. After all, neither college administrators nor campus student and/or faculty councils, campus or student body "courts", etc., are competent to determine guilt or evaluate evidence. By getting accusations of rape, sexual assault, or other crimes committed on campuses out of the hands of those with a great interest in hushing up any signs of criminality occurring on their campus, it'll be a lot harder for them to rail-road the accused with nothing more than an accusation.
