Nothing wrong with it as such...
... just that a lot of POTUS's comments in the declaration can be applied to boys' circumstances all over the world, too. Limiting the drive to get kids educated in the way they need to be to function well in the 21st century labor market/political climate should be gender-neutral. After all, as I've pointed out, if in theory half the adult population of a country is well-educated (and entirely female) while the other half is uneducated or very under-educated (and male), it won't matter how educated the women are. The nation will probably be in a near-collapsed or collapsing state due to the common side-effects of poor education (which entails poverty) on the community.
Unless you're fine with paying most of all those guys subsistence-living allowances funded by... ? The educated women?
Good for public relations
This is a public relations stunt by the White House, that has no consequence in the US. These days American feminists are really hard pressed to find something to complain about. Female genital mutilation in Africa - what about widespread circumcision of boys in America? Educating girls in Afghanistan - what about giving men equal treatment in US colleges? The White House is blind to the status of American boys and men, and cares only about pandering to one of its constituencies, the feminist establishment.

So when is the International Day of the Boy. Use this same wording as in that proclamation, just substitute "boy" for "girl" and change the author's name and title, and whoever sat in that chair before the author. :-/ When is International Day of the Boy? Does it even exist?
