Social services supervisor and husband arrested over abuse of fostered children

'Union County, N.C. — Authorities arrested a Union County Department of Social Services worker and a Monroe man Friday night after an 11-year-old boy was found handcuffed to the front porch of a home with a dead chicken tied around his neck, investigators said.

WBTV of Charlotte reported a deputy was answering an animal services complaint next door to the home on Austin Road, south of Monroe, when he saw a child secured to the front porch at the ankle, by what appeared to be a pair of handcuffs.

The child also had a dead chicken hanging around his neck, and appeared to be shivering, the deputy said.

Moments later, 57-year-old Dorian Lee Harper appeared on the porch along with another child who released several large dogs onto the officer.

Larson was a supervisor with Union County Department of Social Services.

Officials told WBTV that while Larson was not present at the time the children were discovered, she is accused of being complicit in the ongoing mistreatment of the children. She and Harper had adopted four of the children, and were serving as foster parents of the 11-year-old, who was found on the porch.

Harper and Lawson were being held in the Union County jail Friday. Both were scheduled to be in court Monday.

Harper and Larson were charged with intentional child abuse, inflicting serious injury, false imprisonment and cruelty to animals, according to authorities.

The children are now in the custody of an undisclosed Social Services agency outside of Union County.'

... but sometimes they do. Stupid is as stupid does. "Dumb" is a state of being. But "stupid" is a state of acting. These two were being stupid. Not just ordinary stupid, but what I like to call "Criminal Stupid". They abuse kids all the while the wife is a social services supervisor, probably with people she knows from her dept. more likely than others to either visit her or interact with her kids. Count 1 of "Class A Misdemeanor: Criminal Stupidity", as opposed to lesser classes thereof. Next is publicly abusing one of these kids by doing what she did: handcuffing him outside with what, a chicken around his neck?? That goes into crazy-stupid, as well as stupid. That's Count 2 of "Class B Felony: Criminal Stupidity in the Second Degree". Count three is of course "Class A Felony: Criminal Stupidity in the First Degree", or setting dogs on a police officer.

If I were a judge, I'd find a lot of people stupid and lock them up for not just the good of "society", but themselves, too. Some people are so damned stupid, they're actually safer inside prison than out. (Most of the rest of us may not be, but they are.)

Then there's cruel and smart vs. cruel and stupid. I don't know which is worse. I think cruel and smart is worse because smart people are better at getting away with cruelty. They plot, plan, scheme, are far less impulsive. They can rise to take powerful positions in societies and use them to abuse and exploit others, up to and including pursuing genocide. That does take smarts, as well as a good helping of "crazy and cruel". But it takes smarts.

So I guess if "cruel" has to come with anything, I prefer it come with "stupid". The stupid and cruel people are easier to catch and/or deal with.
