According to the survey of 671 men and 869 women, issued by the Ministry of Health, Labour and Welfare, 35.1 per cent of men aged 16 to 19 said they are not interested in or averse to sex, more than double the 17.5 per cent of men in the previous study in 2008.
"Obviously, the most important reason for Japan's declining birth rate is that people are not having sex," Dr. Kunio Kitamura, head of the Japan Family Planning Association, told The Daily Telegraph.
"Combined with the rising number of elderly people, this population imbalance is a major problem," he said.'

If Japan starts to encourage
If Japan starts to encourage people to have more sex it should be done in a balanced way and not only directed at men so that they take on all the costs and risks for sex.
I find it ridiculous that women groups complain about the sexualization of women when men are constantly being told to desire sex and think of nothing else while acting like fools (dissing friends, kissing ass, etc...). Now I'm not saying I expect men and women to be acting the same but make no mistake, men are encouraged to exaggerate their sexual desire ie it somewhat made up.

Every once in a while I can tell that I am being checked/questioned to make sure that I am very into sex and checking out girls. It wasn't about the women that asked me but about reaffirming the idea that men want sex all the time.
This is a serious problem.
This is a serious problem. Sex is very important for many reasons. It makes for a healthy individual, healthy marriage, healthy society, etc.
It would be good to know if the problem is social or chemical/environmental and if there are any correlations to other things such as depression, bad economy, change in women, etc.
Whatever it is, I hope it doesn't spread to the US :)

This doesn't mean "they don't want to have sex"... It means, they don't care ether way. They don't feel forced into it and aren't repulsed by it. personally, I think this is actually a healthy attitude to take. It helps avoid the "doing stupid shit for sex" thing most of us fall into. It will ensure that the men progress through their relationships for the right reasons, and not be taken hostage.

maybe a better use of the word would be 'averse to having sex'.

considering the work culture
considering the work culture they have in Japan, they probably don't even have the ENERGY for it.
to start, it's pretty much a constant fight to get into the top schools as the kids and teenagers go up in grades.
they're always working non-stop. i even heard rumors some of them SLEEP at work.
make kids? they probably don't even have the time to jerk off in the shower...
