Firms owned by white women get half of Parkland’s minority contracts

Dallas County Commissioner John Wiley Price asked Parkland officials to provide the breakdown as he scrutinizes how Parkland and the new facility are being overseen.

UK: GCSE exam shakeup could discriminate against girls, say teachers

'Coalition plans to force teenagers to sit exams at the end of their courses, rather than throughout the year, could discriminate against girls, teachers have warned.

From 2015, there will be a return to end-of-course exams and less coursework in GCSE English, geography, history, maths and the sciences. Michael Gove, the education secretary, says the move will make the qualifications more rigorous.

But the reforms could reverse the lead girls have had over boys in most subjects for more than two decades, teachers said. Exams data shows girls have outperformed boys in GCSEs for 24 years.'

Whether one agrees with the concept of child support or not, virtually everyone can agree that jailing men for child support over children who are not theirs is morally wrong. Men are routinely sent to jail for falling behind on paying child support, even though debtors' prisons in the U.S. were mostly eliminated in the mid-nineteenth century.

Sens. look to fix child support, revoked licenses

'CHARLESTON, W.Va. (AP) — Easing the penalties on people who fail to pay child support would seem to be an odd strategy to use to alleviate child poverty.

But that's what was discussed at a West Virginia Senate committee on child poverty on Wednesday. And that discussion is likely to lead to legislation that will have bipartisan support.

The committee heard from Rev. Matthew Watts, a community leader from Charleston's West Side, who described a situation where a parent fails to pay child support, is sent to jail, loses any source of income he or she may have had and then the child has no hope of getting support.

Laird has proposed a bill providing amnesty to anyone whose license has been suspended for failing to pay a fine that is at least 10 years old. That bill will be considered by the Senate Transportation Committee on Friday.'

Anti-Circumcision Protesters Cut Into Supreme Court Scene

'While most of the thousands of demonstrators lined up outside the U.S. Supreme Court today were there to show their opposition to the Defense of Marriage Act, a handful of people were getting snippy about a completely different issue.

Circumcision.

This week marks the 20th annual Demonstration Against Infant Circumcision, a yearly protest in which hundreds of "intactivists" descent upon Washington to clamor for an end to the practice of doctors removing newborn infant boys' foreskin, whether for religious purposes or because it's a standard practice in American medicine.

"Forcing children to participate in blood rituals is wrong," says Jonathan Conte, a San Francisco resident holding a large sign reading "Equal Justice" above a large, graphic photo of a newborn being circumcised. "Religion of one's parents is not a reason to abuse."

SAVE: District Attorney Group is Embarrassing Itself

In early January, SAVE sent a letter to the National District Attorneys Association, asking the NDAA to make its National Center for the Prosecution of Violence Against Women gender-neutral or gender-inclusive.

We thought the NDAA would respond quickly to our request, since the NDAA's own ethical standards say, "A criminal investigation should not begin or be continued if it is motivated in whole or part by the victim or perpetrator's race, ethnicity, religion, sexual orientation, or political affiliation unless these factors are an element of a crime or relevant to the perpetrator's motive."

Nearly 3 months later, the NDAA has not changed the biased name of its Center, nor has it given a formal response.

False rape claim hindered Elgin murder investigation, police say

'Elgin police, investigating a 2-week-old murder, say they wasted valuable time and resources looking into a report of a nearby sexual assault that turned out to be false.

A Larkin High School senior who lives on the same block as murder victim Lisa Koziol-Ellis made the false report to cover up the fact she lost a dog she was watching, police said.

Katrina R. Sedlock, 18, of the 0-100 block of Garden Crescent Court, was charged with felony disorderly conduct and making a false crime report. She appeared Friday in the Elgin branch of Kane County bond court, police Cmdr. Glenn Theriault said.'

Shelton Cops: Ansonia Woman Falsely Reported Sexual Assault

'An Ansonia resident filed a false report of sexual assault, Shelton police said.

Kathryn M. Jordan, 54, of Elaine Drive, is charged with second-degree falsely reporting an incident.

She made the report in July 2012, police said, and was arrested March 20 at 11:30 a.m. at Police Headquarters.

Jordan was released on a written promise to appear in Derby Superior Court on April 3.'

Auburn police: Victim in alleged sexual assault filed false report

'An alleged sexual assault reported near Auburn University campus last week did not occur, authorities announced Monday.

“We thoroughly investigated it and it didn’t happen,” said Auburn Police Capt. Tom Stofer, who declined to release the identity of the woman that filed the false report.

Stofer also said there will be no charges filed against the 20-year-old woman who was not an Auburn University student and at no time was she or any residents in the area of the alleged incident in any danger.'

Editorial: Despite false sexual assault report, let’s seize opportunity to educate

'Yes, we can all rest easy knowing there isn’t a sexual predator on the loose in Auburn.

That should make anyone with children, college-aged or not, breathe a sigh of relief.

But when Auburn police determined that an alleged sexual assault reported near Auburn University’s campus did not, in fact, happen last week, we shouldn’t just close the book.

We need to seize the opportunity to continue to educate and raise awareness about sexual assault.'

India: Rape accused kills self after ‘victim’ admits false charges

'A man facing a rape trial committed suicide in Indore days after the complainant reportedly admitted that he had only tried to hold her hand after a fight over money.

Roopkishore, 53, was found dead in his home in Palasia locality on Sunday, four days after the woman, 33, admitted during trial that she had falsely charged him with rape to avoid repaying the money her husband owed him.

The woman, who is Roopkishore's tenant, had accused him of raping her on December 26. The police booked him under Section 376 of the IPC and arrested him.'

UK: Rape of teenage girl in cemetery a false allegation, say police

'Detectives investigating the rape of a teenage girl in a cemetery say it was a false allegation.

It had been reported the victim was walking from Market Street through Bury cemetery,south of Bury town centre, when she was attacked.

Police were told that on the afternoon of Thursday, March 7, a man grabbed hold of her and pulled her away from the footpath before raping her.

Officers have since confirmed that it was a false report, and no attack took place.'

Student who fabricated UC Santa Cruz rape report charged with misdemeanor

'SANTA CRUZ -- A 20-year-old UC Santa Barbara student who admitted to making a false report of rape on the UC Santa Cruz campus in February has been charged by prosecutors.

Morgan Triplett, 20, faces a misdemeanor allegation of making a false report, Santa Cruz County assistant district attorney Johanna Schonfield said Thursday.

Triplett is expected to be arraigned next week and faces six months in jail, counseling or restitution if convicted, prosecutors said.

On Feb. 28, UCSC Police Chief Nader Oweis said the woman admitted to authorities that she "fabricated" the report.

Student arrested on suspicion of filing false report tied to rape claim

'FARGO – North Dakota State University campus police arrested a 20-year-old female student Tuesday evening on suspicion of falsely reporting a crime to law enforcement.

Mary Gullickson, who resides on campus, was arrested without incident at the campus police station, according to NDSU police Lt. Gregory Stone.

Stone said an investigation into a report of an abduction and sexual assault occurring on campus Sunday evening determined that no abduction or sexual assault took place.'
