'A resolution that calls male ritual circumcision a “violation of the physical integrity of children” was passed overwhelmingly by the Parliamentary Assembly of the Council of Europe.
The council, a pan-European intergovernmental organization, debated and passed the resolution on Tuesday based on a report by the Committee on Social Affairs, Health and Sustainable Development led by German rapporteur Marlene Rupperecht. The resolution passed by a vote of 78 in favor and 13 against, with 15 abstentions.
The resolution calls on states to “clearly define the medical, sanitary and other conditions to be ensured for practices such as the non-medically justified circumcision of young boys.”

'Domestic violence is a crime in which, overwhelmingly, the victims are women and the perpetrators are men. A recent 11-year summary of domestic violence trends in Victoria by the Department of Justice found that nearly 80 per cent of victims were female and over 90 per cent of perpetrators were male.

'Do you remember a time where a game of “cops and robbers” during school recess was treated as innocently as it was meant to be? If you are elementary school student Jordan Bennett, you don’t. Bennett was suspended from school for a day after playing that ‘deadly’ game in the school yard, which included the 8-year old forming his hand into the shape of a gun. The boy’s mother is fighting the suspension, but the damage has already been done.

'Although few would classify a novelty pen as a dangerous object, the toy earned one 7-year-old a suspension as a “weapons offender.” The parents are now suing the school in federal court.
The boy, named only as G.B., brought the trick pen onto his school bus in Harrisburg, Pa., and showed it to a fellow classmate. The bus driver then confiscated the toy and reported the 7-year-old to school officials.
According to G.B.’s parents, the pen is "similar to a 'clown' type buzzer that one would hold in the palm of one's hand to emit a small buzz when shaking hands," and that the whole incident "arose from his simple act of taking a toy onto a school bus — a toy that neither threatened nor caused harm to any person or property."
The parents are suing Hershey Elementary School, the principal, the acting superintendent and some members of the Derry Township School Board.'

'Police have identified the woman who was shot and killed Thursday during a car chase that locked down Capitol Hill in Washington, D.C.
Miriam Carey was a 34-year-old dental hygienist who lived in Stamford, Conn.
A subsequent employer, Dr. Barry J. Weiss, noted that she had trouble getting along with with other employees, however, which may have contributed to her getting fired in August 2012.
....
Carey reportedly suffered from postpartum depression after the birth of her daughter, her mother, Idella, told ABC News. Idella said: "A few months later, she got sick. She was depressed. ... She was hospitalized."
Her boyfriend contacted police in December saying he feared for the safety of their infant child, law enforcement sources told CNN.
...
She had her 1-year-old daughter in the car with her during the pursuit.
Carey's relatives in Brooklyn, N.Y. are reportedly refusing to speak with investigators, CNN reported.'

'There is currently quite an uproar over the shooting death of Miriam Carey -- the woman who tried to plow through the White House with her car. Capitol police -- who were working without pay thanks to the republican-caused government shutdown -- had no choice but to gun the madwoman down. It was an act of patriotic duty for these officers who were doing their job for nothing while a lone woman posed a threat to several people, including the POTUS and her own child who was in the car with her.

'Leatrice Brewer drowned her three young children in 2008 believing she was saving them from the deadly effects of voodoo. Afterward she tried to commit suicide twice, but failed.
Now the 33-year-old suburban New York woman who was found not guilty because of mental disease or defect in the deaths of her children, ages 1, 5 and 6, wants a portion of the children's $350,000 estate. Her attorneys say she shouldn't be subject to laws that bar convicts from profiting from their crimes.
Nassau County Surrogate's Court Judge Edward McCarty ruled Thursday that Brewer be taken from an upstate psychiatric facility to testify about her request next month.
Although the case would establish a precedent in New York if Brewer succeeds, she's not expected to see any money because of a $1.2 million lien against her for psychiatric counseling and other services she has received since her arrest, attorneys said.'

'In a recent article in The Connecticut Law Tribune president-elect of the Connecticut Bar Association Mark Dubois, Esq. began, “I read somewhere that some lawyers are suggesting that the courts or the legislature develop standard guidelines for alimony. The idea seems to be that there is too much variation from judge to judge, region to region and the public would be better served with a more predictable and uniform system. We had better be careful with this; we might put ourselves out of business.”

'The rally to end domestic and sexual violence has been going on each year in Fargo for 23 years. But, Tuesday night's event brought a new message.
"The vast majority of men in the community don't condone sexual violence, but sometimes they've never been asked to the table, they don't know what they can do to help the problems," Greg Diehl, Executive Director with the Rape and Abuse Crisis Center said.
The convention center at Fargo's Hilton Garden Inn was buzzing with conversation. But, they weren't the typical discussion you might overhear at a dinner table. In fact, they weren't topics you'd often hear from men at all. According to a study by the AVON Foundation, only 17-percent of men talk about rape and abuse with friends.

'Boston College is moving to discipline a student who allegedly wrote anonymously on Facebook that he had raped three women while at BC, before later turning himself in to university police and administrators to tell them the online post was a hoax.
...
Chebator said BC officials were alerted to the post shortly after it appeared. Administrators and the Boston College Police Department launched an investigation.
Later that evening, “a student came forward on his own to BCPD and admitted that the entire post was a hoax,” Chebator’s email said. “The student appeared quite remorseful; nevertheless, this matter will continue to be investigated and the student will be referred to the student conduct system for resolution of this matter.”'

'A former computer technology teacher at a Haltom City, Texas, high school who had multiple sexual encounters with several students was sentenced to four years' probation Monday.
Tonya Flink, 40, pleaded guilty to two counts of improper relationship between an educator and a student. She is now married to one of her victims, prosecutors announced Monday.
“This was an unusual case in that one victim married the defendant and was not cooperative,” Tarrant County Assistant District Attorney Robert Foran wrote in an email to the Star-Telegram Monday. “The second victim is in agreement with the outcome. After taking into consideration all of the facts and circumstances of both cases, we felt this was an appropriate resolution.”

'A 9-year-old boy in Michigan has been suspended indefinitely for bringing a toy that looks like a gun to school.
Gage, a student at the Creative Montessori Academy in Southgate, reportedly brought the toy to school, showed it to his friends before class, and pointed it at a friend while saying “bang, bang.”
Gage’s parents allege that the toy didn’t even resemble a firearm, but it was merely a spinning top that he brought to school to show his friends. Also, the other students involved say that Gage never actually said “bang, bang,” and that the teacher who reported the incident was wrong.
The parents say that their son suffers from epilepsy, and that he needs to be in school in order fully comprehend reading and writing. They say the indefinite suspension is not conducive to Gage’s education and continued progression.'

'Swiss voters rejected a third proposal in two decades to end the draft in a referendum, opting to keep the military tradition which critics say costs an annual 4 billion francs ($4.4 billion) in lost work days.
The initiative to replace Switzerland’s 165-year-old militia service with volunteers was supported by just 26.8 percent of voters today, Swiss television channel SRF said on its website. About 73.2 percent voted against the proposal. A poll by gfs.bern signaled that outcome as probable.
...
Young men must complete 300 days in the army, or opt for civilian community service on ethical grounds, which lasts about 150 days longer. Women are able to join the armed forces on a voluntary basis.
Neighboring Germany, Italy and France have all abolished the draft, as has the U.S. Austrian voters rejected an abolition in a nationwide referendum earlier this year.'

'(JTA) — Amid calls to ban the ritual circumcision of boys in Scandinavia, the Council of Europe is slated to vote on whether to define the practice as a “clear human rights violation.”
The definition is included in a report on circumcision and female genital mutilation that was submitted recently to a vote by the Parliamentary Assembly of the Council of Europe, an international organization whose resolutions are nonbinding. The vote is scheduled for Tuesday.
“Circumcision applied to young boys clearly is a human rights violation against children,” reads the report, which was brought before the assembly for approval by Marlene Rupprecht, a lawmaker from Germany and rapporteur for the council’s Committee on Social Affairs, Health and Sustainable Development.'
