They will also call on judges to exercise underused powers to award lump-sum maintenance payments for children born out of wedlock.
Funny that judges are powerless to enforce father's visitation rights, yet can find power to treat fathers like wallets after depriving them of a fair shake at custody. Time to join the revolution: www.fathers-4-justice.org

From Merriam Websters dictionary website:
Main Entry: 2 lump
Function: verb
1 : to group indiscriminately
Main Entry: 1 sum
Function: noun
1 : an indefinite or specified amount of money
So a lump sum would be an indiscriminately grouped amount of money, in other words, a single large amount rather than a number of smaller, individual payments.
You'll often see a lump sum payout option for lottery winnings, either the winner gets a certain amount per year for 20 years, or a single lump sum payment now.

... you refuse to marry or cohabit. Period, end of sentence. Do not live with a woman or marry, period. You will be much happier and lead a far more satisfyingly simpler life. Take it from a man who knows!
