Stop bogus restraining orders in Massachusetts

Kingsley G. Morse Jr. writes "A new Massachusetts law would put global positioning systems on people with restraining orders. Now that the law is being reviewed, isn't it a good time to ask lawmakers to fix the notorious problem of bogus restraining orders?"
