"Men play the dominant role when it comes to making decisions about planned parenthood, social and medical experts said. "
The problem is, too much parenhood is 'not' planned - at least not by men. Indeed, it is being discovered that too many fathers . . . are not the fathers ! ! !

Maybe in Taipei. Not here in the US though. In any case I think the general assertion that men play the dominant role in child-making decisions is utter hogwash.

It appears that this statement does not mean, based on the article, what it sounds like to us. It appears that what they are saying is that Taiwan has a low birthrate per woman because so many more single men do not desire children than single women. Personally, I don't see the connection. But then, I'm not a feminazi who can blame just about anything on men.
I suspect that in Taiwan, women don't find it financially advantageous to have children when the father doesn't want them like they do here in the U.S. Maybe in Taiwan they don't have a system whereby men are forced to support irresponsible, crazy women who unilaterally decide to have children on their own. Maybe in Taiwan, women are taught to have a bit more respect for men and as a result, treat them much differently than women do here in the U.S.

I suspect the fear that you do not have the right to parent your own child when women decides to drive you out of their lives even though you might be biological father is what is driving taiwanese men not to want to be parent at a higher rate then women rather then the reason you have given . why take a risk of mentally, financially , emotional abuse in the name of your own child is what Taiwanese men seem to be saying.
