The Harris County Sheriff's Department declined to release the couple's names Saturday because the woman has not been charged. Now, a woman can charge ANY man with NO proof (like a severed PENIS!) with rape. But this man has a BIT more proof than a bruise, a laceration, or "he said/she said". His PENIS is severed.
