But the most important thing in a democracy I´d say is that the rule of law treats everyone the same. Such a government can be called a nomocracy, from the Greek nomos (law) and kratos (power or rule). The phrase can be traced back to 17th century and was popularized in the 19th century by British jurist A. V. Dicey.
