In fact in some states all that is required is “the fear” that someone may be abused. "Joe Smith... had the potential... to have intentions... to possibly purchase nuclear material... from Africa... to threaten his wife with." That kind of law is addressed in Minority Report, IIRC... the ethics of an arrest prior to a crime if one believes that the supposed crime would take place. -DeepThought --- Erase the EARTH to gmail me.
