I can't really see anything wrong with it. Sure, it's coercive towards people, I imagine, wouldn't do anything constructive with the money [it isn't for former addicts, I understand?] but then again, they aren't having children at such costs to themselves...
I wonder if they'd do free ones for just random passer-bys that show up? The boyfriend has been trying to figure out how to get a vasectomy without having a kid first at his age.
