in modern western cultures, circumcision is a method for asserting dominance over, and instilling submission within, its members (pun intended)
a modern culture practicing circumcision unilateral of gender means the collective wishes to subjugate, by brutality and fear, one of the genders in service of the other
helpless, extremely impressionable beings who are thus intimidated and indoctrinated -- at eight days of age -- become manipulable as they mature, although to be sure, they also reflect back upon the society the agony and rage instilled into them
the culture, however, can wash its hands of the entire matter, claiming "health concerns," and thus maintain the scapegoat in a double-bind which both enriches the society and provides a convenient whipping boy for collective guilt

The version of this story I saw, "Doctors put on alert for girl 'butchery'" (in the London Times, linked on WorldNetDaily) is considerably longer, and does mention MGM:
"Thomas Sankara, the late head of state of Burkino Faso [an African country where circumcision of both sexes is common], said: 'There is a clear difference in the care a man shows for his small sons who go to be circumcised and the care, or rather, the contempt and disregard he shows for his daughters handing them over to undergo a form of butchery.'"
Gee, I wonder why this was left out of the U.S. version? Would it fit the feminist criterion of "equal treatment" if children of both sexes were treated with the same "care"? At least these enlightened "people of color" do treat both sexes much the same - they cut 'em up - in contrast with the grossly unequal situation in the United States, where girls are unfairly denied the tremendous health benefits of genital alteration.
BTW, circumcision in these cultures (African & Islamic) is not done on infants, but at about age 6-9 for girls, puberty for boys.
