I can't recall where I read this, but in Canada, joining the YWCA automatically makes you a member of the National Action Committee on the Status of Women. That is why NACSW can claim so many card-carrying members: they sign them up indirectly.
Most women who are members of this national feminist group (Canada's equivalent to NOW) don't even know that they're members. They think they're just going to the gym.
The YWCA directors then spend YWCA membership money to support this feminist umbrella organization. So long as NACSW (or NOW) can keep sympathetic people on the boards of women's organizations, the money will continue to flow and their claims of "millions of members" will be superficially true.
