Once again the social engineers who govern us are railing against technology that threatens their power to shape society. In the end, I think that technology will win.
How, exactly, are these public watchdogs going to prevent British fathers from sending samples to agencies in other countries... even anonymous post office boxes... and receiving replies by e-mail? How are they going to prevent the quiet transfer of funds from England to some other country for such services when such transfers happen all the time for other reasons? Sure, they can shut down such services within their own borders, but if Germany or the U.S.A. decides to allow them, how is the British government going to stop this from going on?
Granted, such a clandestine scheme would not provide court-level proof of non-paternity, but it would make men who "knew" that they were not the father fight harder and longer and ultimately win.
